Abstract

While some countries enjoy the benefits of information technology by getting access to all the possible services online and, thus, being able to solve most of their problems sitting in front of computers, others adopt the same technologies for tackling with completely different problems. E-government is a commodity for the first ones and the remedy against all the government irregularities for the latter. Azerbaijan is one of the numerous countries who saw in e-government reforms possibility for combating corruption, increasing transparency and improving accountability in the government. The undertaken study aims to analyze to what extent the expectations of the government were or are justified. Is it really possible to cure the illness by beating it just part of its symptoms? Is e-government enough?
