This research thesis seeks to present and condense the background, findings and result of higher education students’ compliance to governmental regulations and campaigns during the Covid-19 pandemic in Vietnam through the means of an online survey through Google forms. As the world catches a glimpse into life after COVID-19 and the comeback of a new covid wave, it is more important than ever to take into consideration the importance of utilizing factors that enhance public compliance to public health measures to ensure an effective framework for future crisis campaigns. Into the second year of the pandemic, we have had a better understanding of the relationship between government response and citizen compliance during the COVID-19 and similar emergencies, thus, this paper aims to give a close look and focus more on how socioeconomics characteristics directly affect higher education students’ perception and obligation to government propaganda. I opt to use a mixed analysis approach as I consider both qualitative and quantitative approach to be suitable to address the correlation between socioeconomic factors and compliance behavior of students and governmental campaigns during the COVID-19 pandemic. In addition, theories relating to obedience behavior, crisis management will be discussed. In this thesis, I will also conduct a survey employing an online survey for Vietnamese students. The respondents will be asked several questions demographing their social and economic factors, including gender, age, education level and location (rural or urban), they are then asked to provide information on the respondent’s compliance with safety measures and how they receive COVID-19 related information from the government (how often they receive such messages, on what channels, whether they read/watch them, what opinion they have of them etc.). I expect the result from this survey and analysis to accentuate and offer more insight on the relationship between socioeconomic characteristics and higher obedience level to governments regulation and crisis campaign.
